Union Customs Code (UCC)

The European Union's overarching customs framework, in force since 2016, governing the movement of goods into and out of the EU customs territory.

The Union Customs Code (UCC) — Regulation (EU) No 952/2013 — is the European Union's overarching customs framework, in force since 1 May 2016. The UCC, together with its Delegated Act, Implementing Act, and Transitional Delegated Act, governs the movement of goods into and out of the EU customs territory and standardizes procedures across all 27 Member States.

Why it matters

The UCC introduced an EU-wide push toward fully electronic customs by harmonizing data sets, decisions, and authorizations. It strengthened the AEO programme as the bedrock of trusted-trader benefits, formalized the EORI number as the single identifier for traders interacting with EU customs, and reshaped customs valuation rules — notably tightening the use of "first sale" valuation methods.

The UCC's IT delivery has rolled out in phases through the early 2020s. Traders need to track Member-State implementation milestones for each system (e.g., NCTS Phase 5, ICS2, AES), since cutover dates affect declarations, transit, and entry/exit summaries.
